About the "tuition fee postpayment system" at the master's stage

From FY2024, the government will introduce a “tuition postpayment system” for master's programs by the government. This system is a system in which tuition is "postpayment" according to the income after graduation. In the case of payment after graduation, consideration is given to ensure that payment during the child-rearing period is not excessive.
If you wish to use this system, please check the following and contact Student Support Division.

Q & A regarding tuition postpayment system (as of January 22, 2024)

Targets (persons who meet all of the following conditions)

? Those who have entered a graduate school master's program (including pre-doctor and professional degree) since FY2024. ※1
? Applicants who have applied through their current school based on their wishes.
? Those who meet the same household standards and academic performance standards as the first class scholarship for the master's level of the Japan Student Services Organization.
? A person who has no reason to be able to receive a first-class scholarship loan, such as the return of scholarships lent in the past is overdue.

※1 For FY2024, in addition to the above, the following shall apply:  
New students in the spring of 2024 (Reiwa 6) and used the “New System for Studying Higher Education” before 2023 (Reiwa 5), and graduated from undergraduate schools, etc. after graduating in May, 2024 (Reiwa 6) Those who have graduated in the month and entered graduate school without employment or entering another graduate school. (Including those who are out of support categories or abolished due to household standards)

[Application Procedure and Flow]
 For students enrolled in April 2024 and wish to apply, please contact Student Support Division by 17:00 on April 19 (Fri). The formal application for this system is scheduled to begin around September. In addition, if you apply for a living expenses scholarship and are recruited, the initial transfer will be made at least in November 2024, with a retroactive amount retroactive to April.

The amount that can be borrowed separately as support for living expenses (hereinafter referred to as “living expenses scholarship”)

The amount selected by the student from 20,000 yen or 40,000 yen per month (interest-free)

. It will be transferred from JASSO to students.
. You may not be able to receive loans for living expenses scholarships.
. It is not possible to apply for the loan of living expenses scholarships without applying for tuition support.
. If you use tuition support money, you will not be able to receive a first-class scholarship loan.
. You can apply for a second-class scholarship loan regardless of whether tuition support and living expenses scholarships are used.
. Payment of guarantee fees (enrollment in institution guarantees) is mandatory, and the guarantee fee shall be deducted from the above amount as in the case of handling guarantee fees in Class 1 scholarships.

Notes

・Since this system is a loan, it is mandatory to return it to the Japan Student Services Organization after completion.
・It cannot be used in conjunction with the Japan Student Services Organization (JASSO) Class 1 Scholarship (loan).
・This system is limited to tuition fees specified in the school rules. Other expenses other than tuition fees are not covered by this system.
・The tuition fee for the support amount will be transferred directly to the university from the Japan Student Services Organization. The living expenses scholarship will be transferred to you.
・In order to use this system, it is mandatory to join the institution guarantee, so tuition support money (replacement of tuition fees) will be lent so that the amount after deducting the guarantee fee will be equivalent to the tuition fee. The living expenses scholarship will be loaned after deducting the guarantee fee from the monthly fee, similar to the current Class 1 scholarship.
・As with the first-class scholarship (loan), it is eligible for the loan scholarship refund exemption system with excellent achievements. However, those who are enrolled in the spring of 2024 are not eligible for the refund exemption "offer" system, so if you wish to apply for a regular first-class loan scholarship.
・Those who are eligible for this system will postpone all or part of tuition fees for the spring and autumn semesters of 2024 until the fall of 2024, when the adoption or rejection is decided. Enrollment fees and other expenses are not eligible, so please pay by the prescribed method and date.
・The living expenses scholarship will be transferred back to the month of employment after the decision is made. (Scheduled to be transferred in November 2024)
・If tuition fees have already been paid for the first half of FY2024, this system will not be eligible for this system in the first half of FY2024. (Applicable from the second half of FY2024)
